    Centennial Lecture I: History and Contributions of the Woods Hole Fisheries Laboratory

    The genesis and the early history of the Woods Hole Laboratory (WHL), to a lesser extent the Marine Biological Laboratory (MBL), and to some degree the Woods Hole Oceanographic Institution (WHOI), were elegantly covered by Paul S. Galtsoff (1962) in his BCF Circular "The Story of the Bureau of Commercial Fisheries Biological Laboratory, Woods Hole, Massachusetts." It covers the period from the beginning in 1871 to 1958. Galtsoffs more than 35-year career in the fishery service was spent almost entirely in Woods Hole. I will only briefly touch on that portion of the Laboratory's history covered by Galtsoff. Woods Hole, as a center of marine science, was conceived and implemented largely by one man, Spencer Fullerton Baird, at that time Assistant Secretary of the Smithsonian and who was also instrumental in the establishment of the National Museum and Permanent Secretary of the newly established American Association for the Advancement of Science. He was appointed by President Ulysses S. Grant in 1871 as the first U.S. Commissioner of Fisheries. Fisheries research began here as early as 1871, but a permanent station did not exist until 1885

    The impact of Chinese import penetration on the South African manufacturing sector

    This article uses a Chenery-type decomposition and econometric estimation to evaluate the impact of Chinese trade on production and employment in South African manufacturing from 1992 to 2010. The results suggest that increased import penetration from China caused South African manufacturing output to be 5 per cent lower in 2010 than it otherwise would have been. The estimated reduction of total employment in manufacturing as a result of trade with China is larger – in 2010 about 8 per cent – because the declines in output were concentrated on labour-intensive industries and because the increase in imports raised labour productivity within industries

Dr. Frances L. Edwards is Deputy Director of the National Transportation Security Center at Mineta Transportation Institute, professor of political science, and director of the MPA program at SJSU. Dan Goodrich is a Research Associate with Mineta Transportation Institute at SJSU, and a lecturer in the MSTM and MPA programs. Together, they have authored the textbook Introduction to Transportation Security.     A forebody design technique for highly integrated bottom-mounted scramjets with application to a hypersonic research airplane

    An inviscid technique for designing forebodies which produce uniformly precompressed flows at the inlet entrance for bottom-mounted scramjets has been developed so that geometric constraints resulting from design trade-offs can be effectively evaluated. The flow fields resulting from several forebody designs generated in support of a hypersonic research airplane conceptual design study have been analyzed in detail with three-dimensional characteristics calculations to verify the uniform flow conditions. For the designs analyzed, uniform flow is maintained over a wide range of flight conditions (Mach number equals 4 to 10; angle of attack equals 6 deg to 10 deg) corresponding to scramjet operation flight envelope of the research airplane

    Teaching Students with Special Needs in School-Based, Agricultural Education: A Historical Inquiry

    The purpose of this historical study was to investigate the inclusion of students with special needs in school-based, agricultural education as reported by The Agricultural Education Magazine and the Journal of Agricultural Education over a time period of six decades. The impact of landmark legislation, such as the Vocational Education Act of 1963, the Elementary and Secondary Education Act of 1965, the Education for All Handicapped Children Act of 1975, and the Individuals with Disabilities Act of 1990, were examined. This legislation motivated and supported agricultural education’s efforts to meet the learning needs of special education students by providing modified lessons and learning environments, inclusive SAEs and FFA activities, and focused teacher preparation. Challenges and concerns regarding the placement of special needs students in school-based, agricultural education are also discussed, as well as opportunities for related research in the future, especially about their participation in the FFA
